The High Human Council is the reigning government of humans. It was originally known as the World Alliance when humans were the only intelligent species on the planet, but rebranded itself after The Ark Rebellion. They are the representative government in the United Species Alliance, and many humans in the High Human Council graduate up to Alliance ranks.
